Who We Are
The Advertising and Promotion (A&P) Commission was created in 2006 by Helena-West Helena Ordinance 5, pursuant to the provisions of A.C.A 26-75-605, by the City Council to administer the Advertising and Promotion Fund. Two percent of all revenues generated by local lodging and prepared food establishments are credited to the A&P Fund. The Commission comprises two representatives from the City Council, four members of the tourism industry (food or lodging), and one at-large member. The Commission is charged with the management of these funds generated by the city’s 2% lodging and prepared food tax.

Funding available from the A&P Commission to organizations for projects or events that align with our Core Values is limited and is not designed to provide total financing for any project or event. However, it serves as an incentive and endorsement for those organizations that are working to promote tourism in the City of Helena-West Helena.
The A&P Commission will make its decision for funding based on which events they believe will make the most favorable economic impact by generating additional tourism business locally. The ability to draw overnight visitors to Helena is an important part of the funding decision. Presentation of the proposal/request to the A&P Commission at a regularly scheduled meeting may or may not be required.
Projects previously funded by the A&P Commission will only be considered for subsequent funding if a completed final report has been submitted within 60 days of the conclusion of the project or event. This final report should include a copy of the financial report for this event and copies of invoices covering the cost of marketing, advertising and promotion that was funded by this grant. It should also include photos of the project/event, samples of promotional efforts and any resulting publicity.
A&P funds can be used for the following purposes:
Advertising and promoting the city and its environs through various forms.
Construction, reconstruction, extension, improvement, maintenance and operation of a convention center or tourist promotion center.
Operation of tourist-oriented facilities including theme parks and family entertainment facilities.
Construction, reconstruction, extension, improvement, maintenance and operation of public recreation facilities.
